LEBANON: THE CUSTOMS DOLLAR INCREASES TO LL 60,000 STARTING APRIL 18

Once again, the exchange rate adopted to calculate customs duties on imports, commonly referred to as the "customs dollar," has been increased.  According to a document from the Banque du Liban, a rate of LL 60,000 to the dollar will now be applied to all imported goods, with the exception of new and used cars, for which the BDL sets the rate at LL 15,000 to the dollar. The previous rates were LL 45,000 and LL 8,000 to the dollar respectively.  The document also states that this parity will be applied from April 18 and will remain in force until April 30. Specifically, the decision to change this rate "comes from the Ministry of Finance, which notifies the BDL, which in turn transmits the information to the Directorate of Customs," a ministerial source previously told L'Orient-Le Jour.  According to the union of new car importers and the union of used car importers, the exemption granted to them is due to the need to modify the tax brackets according to which these fees are calculated; a modification "requiring a decision by the Council of Ministers."  Coincidentally, a Council of Ministers meeting is scheduled for April 18 and on its agenda is the item of changing these tax brackets. Once the necessary changes are implemented, the affected unions expect to see their tariff dollar aligned with that applied to all other imported products.  Equivalent to LL 1,507.5 prior to the onset of the economic crisis in 2019, the tariff dollar applicable on all imported goods had risen to LL 15,000 last December 1, before being readjusted again to LL 45,000 on March 1.
