SEA SAND EXPORT POLICY ASSESSED FRAGILE

The issuance of marine sedimentation management regulations, which underlie the opening of sea sand exports, is considered fragile due to a lack of basic principles and clear goals for the environment and marine ecosystems. The data on the potential of 23 billion–34 billion cubic meters of marine sedimentation released by the Ministry of Maritime Affairs and Fisheries (KKP) is not based on surveys, research, or scientific reports. It is feared that the policy of managing marine sedimentation results in not only a shield but also an extractive activity to generate short-term income. The Academic Paper for the Preparation of the PP Draft on Utilization of Sedimentation Products in the Sea states that sedimentation materials can be in the form of gravel, sand, and mud. It is estimated that the demand for sedimentation products in the sea is estimated to be at least 1.4 billion m3 by 2030.Head of the Center for Coastal and Marine Resources Studies (PKSPL) at IPB University, Yonvitner, questioned the academic text for the preparation of PP No. 26/2023, which lacks academic data support. PP No. 26/2023 aims to regulate the management of marine sedimentation. Data on the distribution and location of marine sedimentation is still in the study stage. The use of sea sand for reclamation must meet the requirements and results of a team study. The state will get revenue from non-tax state revenue collection (PNBP).
