URBAN DEVELOPMENT TEAM SET UP IN HCMC

The HCM City's People’s Committee has set up a working team in charge of urban space investment and development in the city centre.The director of the city’s Department of Planning and Architecture Nguyễn Thanh Nhã will lead the team.The team will focus on developing traffic infrastructure, parking lots, and underground spaces.It is assigned to synthesise information and review the history, culture, economy, society, technical infrastructure, traffic, urban landscape architecture, previous planning projects and results from contests for urban space planning development in the city centre.On that basis, the city will build development orientation plans for overall urban design and propose investment and construction plans for areas around the intersections of Lê Lợi, Nguyễn Huệ, Tôn Đức Thắng and Hàm Nghi streets, 23/9 Park, Bến Thành Bus Station and Bến Thành Market.The team will also take responsibility for advising and proposing to the municipal People's Committee on planning orientation, investment, and compensation plans for site clearance and resettlement support for the triangle area of Trần Hưng Đạo, Nguyễn Thái Học and Phạm Ngũ Lão streets, and the quadrangle area bordered by Nguyễn Cư Trinh, Trần Đình Xu, Nguyễn Trãi and Cống Quỳnh streets in District 1.The city’s entire central area along the streets of Lê Lợi, Nguyễn Huệ, Tôn Đức Thắng and Hàm Nghi streets in District 1 is also undergoing planning for renovation to create spaces for community activities.The municipal People's Committee has tasked the District 1 People's Committee as the investor to renovate the Quách Thị Trang roundabout area in front of Bến Thành Market and part of 23/9 Park.Currently, this area has been enhanced with greenery and potted plants along pedestrian walkways.District 1 has proposed urban planning for the Lê Lợi Street area in order to attract more investors in commercial services.The proposed plan will renovate the square in front of Bến Thành Market with greenery, and to connect to other projects in the area such as the 23/9 Park and Lê Lợi Street.Tôn Đức Thắng Street and the surrounding area of Bạch Đằng Wharf Park in District 1 will be renovated to include an underground parking lot while the surface will be designated for pedestrians.A sunken garden will be constructed in the middle of Mê Linh Square, directly linked to the underground parking lot, with retail stores, coffee shops, and restaurants to serve the community.A commercial centre will be built beneath Nguyễn Huệ pedestrian street, connecting to an underground parking lot and other structures.The city's Department of Transport has proposed to transform 22 roads in the central area into pedestrian streets, renovate intersections and sidewalks, adjust traffic to improve public transport connectivity and organise events to serve both locals and tourists.The Department of Planning and Architecture has been leading and collaborating with relevant units to develop a detailed planning scheme for the Bạch Đằng Wharf area.It is also working with relevant units to choose appropriate locations to propose building a pedestrian bridge connecting Tôn Đức Thắng Street to Bạch Đằng Park to ensure traffic safety.The proposed additional pedestrian tunnels connecting to Bạch Đằng Park and developing underground spaces in this area are being taken into consideration and researched.The city authorities are considering a plan to install roofs over suitable parts of the walkways of Nguyễn Huệ pedestrian street and Bạch Đằng Wharf Park in District 1 to protect pedestrians from sunshine and rain.The city’s People's Committee has approved the Department of Transport's project on organising more pedestrian streets in the city centre area.The city’s Department of Industry and Trade, the Management Authority for Urban Railways, and District 1 authorities are collaborating with relevant units to promptly relocate two petrol stations located in front of Bến Thành Market and return the land to the Department of Transport to reorganise traffic flow according to the overall landscape design plan for the area.
