PURCHASE PRICE BECOMES A CHALLENGE FOR BIOMASS BUSINESS ACTORS

The energy transition business sector needs special subsidies since the biomass-supplying private sector struggles to meet demand. The government wants 52 steam power plants (PLTU) to co-fire 10.2 million tons of biomass and coal by 2025. In 2023, biomass supply was 1.7 tons each quarter. Sawdust, wood chips, palm shells, rice husks, coconut shells, and agricultural waste are co-fired biomass (B3M).The Indonesian Renewable Energy Society (METI) Supervisory Board's Fauzi Imron says the government's purchasing price, PT Perusahaan Listrik Negara (Persero), is still low, resulting in unattractive lower supply chain prices. Good pricing requires central government.PT Mentari Biru Energi, a wood chip producer, opened a factory in Bangka Regency, Bangka Belitung Islands Province to supply Air Anyir PLTU with 3,000 to 12,000 tons of wood chips per month. PLTU Air Anyir needs 1,500 to 1,800 tons of biomass per month with up to 5% co-firing. The PLTU wants 15% biomass by 2023.The target mix of new and renewable energy (EBT) in 2025 is 23%, however the national primary energy mix in 2022 will only be 12.3%, below the 15.7 percent target. Economic values attract international investors.The government's energy transition investment required until 2060 is US$1,108 billion, or US$28.5 billion each year. In 2022, only US$1.55 billion, or 5.4 percent of the annual investment requirement, will be realized. A co-firing mix of 5% requires at least 5 million tons of wood chips per year, while production land is less than 50,000 hectares.
