THE WAREHOUSE RECEIPT SYSTEM STILL NEEDS TO BE OPTIMIZED

The Indonesian Tobacco Farmers Association (APTI) suggests adding tobacco and cinnamon to the Warehouse Receipt System (SRG) to stabilize tobacco prices. SRG has not worked well for rice, grain, salt, fish, carcass chicken, and shallots. The annual excise tax rise, uncontrolled tobacco imports, and the weak season contribute to tobacco price declines. The government is developing SRG for commodity auctions.As seen by the decreased trend in warehouse receipts (RG) and the financing of grain commodity warehouse receipts, the SRG has been ineffective in stabilizing farmers' prices when prices fall. With no warehouses, huge rice mills keep rice in SRG, benefiting them and not small farmers. The implementation process needs simple adjustments, such as sending warehouse receipts directly to farmers to enable crop deposit payments. Implementation is only for large farmers.Indonesia's SRG implementation has lagged, according to the Commodity Futures Trading Regulatory Agency (BAPPEBTI)'s 2022 Performance Report. Upstream and downstream SRG development by the government allows flying fish eggs, seaweed, and furniture to enter the export supply chain. The SRG and government are also establishing a commodity auction market mechanism to provide fair pricing for suppliers and purchasers. Owners, buyers, auctioneers, transaction settlement organizations, and banks will participate in the 2023 system.
