INDONESIAN GOVERNMENT EASES FOREIGN HOME OWNERSHIP, BUT ONLY FOR HIGH EARNERS

Since 2021, Indonesia has relaxed property ownership rules to encourage international buyers. Due to regulatory misalignment and supply issues, the project has yielded limited results. Agrarian and Spatial Planning Ministry Secretary-General Suyus Windayana attributed the slow adoption to regulatory misalignments between the central and regional governments. The new policy limits foreigners to one 2,000-square-meter block of property for a landed residence, with ministry approval. Foreigners must pay Rp 3 billion (US$197,600) for apartments and Rp 5 billion for landed houses in Jakarta. The fifth-biggest driver of economic growth in the country is construction, which has the largest multiplier effect on employment and income. The new legislation gives foreigners additional alternatives, but it may not represent their purchasing power. Since expat contracts frequently place foreign workers on temporary contracts, they may not need to acquire property.
