KUWAIT OIL COMPANY PLANS BIGGEST-EVER REORGANISATION

State-owned upstream operator Kuwait Oil Company (KOC) has internally distributed details of what is being referred to as the biggest reorganisation in the company’s history.The changes come after years of stalling activity in the country’s oil and gas project market.The company said that the planned sweeping organisational changes would be effective from 3 September.Stakeholders believe it is the biggest reorganisation the country has planned since it was created in 1934.“This is a huge shakeup,” said one industry source. “Really, it is very hard to say what the consequences of this will be because there has never been such a dramatic alteration to the company’s structure in the past.”The plans outlined in the internal documents include assigning dozens of senior managers to new roles and disbanding whole teams within the organisation.Although the outlined plans are due to be effective from 3 September, they leave dozens of leadership roles vacant with no set schedule announced for when they will be filled.New Venture GroupThe changes include creating a New Venture Group, which has yet to have a manager appointed.The New Venture Group will include a newly created Hydrocarbon Delivery Team, a new Reservoir Development Team and a new Strategic Collaboration and Contracts Team.KOC’s existing Discoveries Promotion Team has been renamed as the Production Architecture Team and transferred to the New Venture Group.Finance and PlanningKOC’s Planning and Support (Admin) Team is being renamed the Planning and Support (Admin and Finance) Team and will now be led by Wafaa Mohammed al-Athab.The Financial Accounts and Services Group is being renamed Finance Group and transferred to the Admin and Finance Directorate.Aisha Abdulla al-Sulaili will lead the Finance Group and report to the deputy CEO for admin and finance.KOC’s Accounts Payable Team is being renamed the Contractor and Vendor Accounts Team and will be led by Sawsan Abbas Malik.The existing Financial Reporting Team is renamed the Financial Reporting and Policies Team. It will be transferred to the Finance Group, while KOC’s existing Financial Support Team will be disbanded.The Planning and Support Team (Planning and Finance) is renamed Planning and Support Team (Planning and Innovation).Human ResourcesUnder the planned changes, three human resources teams will be disbanded and four others renamed.The Technical Systems Team is renamed the Financial and Technical Systems Team.A communications and networks team leader is scheduled to be appointed later.The company’s IT Planning Team will be disbanded.Production Integration GroupUnder the planned changes, KOC will create a new Production Integration Group, and its manager is due to be appointed later, according to documents published by KOC.A Production Supply Chain Team is also being created as part of the Production Integration Group, and a team leader for this team is expected to be appointed at a later date.KOC’s existing Production Excellence and Planning Team is being transferred to the Production Integration Group.The existing Reservoir Management Team is being renamed as the Reservoir Development Assurance Team and will also be transferred to the Production Integration Group.Planning GroupKOC’s Corporate Planning Group is renamed Planning Group. Under the reorganisation, two existing teams will be disbanded and several other teams transferred into it.The teams being transferred into the Planning Group are the Capital Budget Control Team, the Capital Programme Administration Team and the Enterprise Risk Management Team.KOC’s Capital Programme Office Team is being disbanded as part of the reorganisation plans.The Innovation and Technology Group is being transferred to KOC’s Planning and Innovation Directorate, and the Planning and Support lT Team is being disbanded.The Public Relations and Information Group is being transferred to the Planning and Innovation Directorate, and the Financial Systems and Control Group and the Systems and Policies Team are being disbanded.Commercial and Corporate Services DirectorateKOC’s Ahmadi Services Group is being renamed Corporate Services Group and transferred to the company’s Commercial and Corporate Services Directorate.Additionally, the following teams will be transferred to the Corporate Services Group:Central Workshop TeamMobile Plant Maintenance TeamTransport Operations TeamRoads and Support Team (ICE KUWAIT)
