CROATIA: NEW MEGA CONSTRUCTION PROJECT IN ZAGREB

The mayor of Zagreb Tomislav Tomašević announced for this year seven construction megaprojects: first should come to the site of the dilapidated building next to the Central Station. Namely, the contractors for the city library and socio-cultural center at the Paromlin location were selected. It is about the Zagreb company Kamgrad d.o.o. which will build the complex for 46.5 million euros without VAT, it was announced in the public procurement notice.As stated in the documentation, in addition to the construction of the new facility, works on the reconstruction of the existing buildings of the Paromlina industrial complex were contracted, including the transmission building, flour warehouse and silo, which represent a cultural asset, and the building of the former mill will also be reconstructed. The future complex should be divided into two main functional units. The western one will consist of a new building with three above-ground floors, a building with five above-ground floors and three basement floors, all of which will be connected by internal staircases and elevators.The idea is to place a free-standing metal structure in the central atrium of the city library, which is conceived as a sculptural reinterpretation of the removed steam mill chimney. The idea is to reinterpret the view of the building with its original dimensions. The eastern part is conceived as a series of existing above-ground transmission buildings, flour warehouses and silos, below which there are no basement floors, nor are they planned, and there will be office spaces and book stores. Office spaces are also planned, and given that these are existing buildings in accordance with conservation guidelines, efforts will be made to preserve the existing culturally valuable elements of the buildings. The storage of books and equipment will be in the silo building, and on the ground floor of the transmission building, which consists of three accommodation units with associated sanitary facilities and kitchenettes, there will be space for the accommodation of professional associates and guests.As Tomašević announced before, the idea is for Paromlin, along with the library, to be a destination for cultural and educational activities such as plays, concerts, workshops, conferences and seminars. For large events, two multifunctional halls with 450 seats are planned, the building will also have space for exhibitions and workshops.The project, in the spirit of the trend of post-industrial transformation of cities across Europe, should breathe new life into dilapidated ruins and open them for public use. The works should start in two months, and the deadline is two years. As stated in the documentation, it is planned to work in two shifts, six working days a week, and in case of work delays, work can be organized at night and on Sundays and holidays.​ (ICE ZAGABRIA)
