KAZAKHSTAN-TAXATION-OPINION

Total control of mobile money transfers will affect only small businesses, leaving corrupt officials unnoticed – Ak Zhol partyThe fiscal control of mobile money transfers that was introduced in Kazakhstan from January 1 will produce an adverse effect on bona fide small businesses, said Askar Sadykov, a member of the Ak Zhol faction in the Majilis, the lower chamber of the country’s parliament.“If truth be told, the total control over mobile money transfers that has been introduce will in no way affect corrupt officials but will make a negative impact on bona fide small businesses,” Sadykov said at a Wednesday session of the Majilis, when reading out the Ak Zhol’s letter addressed Deputy Prime Minister and Minister of Finance Yerulan Zhamaubayev.Payments made in the form of mobile money transfers and payments through cash registers are now treated differently, and the business entities operating under a simplified taxation regime have today to pay a tax on the same revenues twice -- or 6% instead of 3%, Sadykov said.“The second problem is that the bank commission for accepting non-cash payments through post-terminals come to as high as 2.8%. In the end, the financial burden on entrepreneurs now reaches 8.8% compared with the previous 3%,” he said.Ak Zhol called on the government to reconsider the approaches to taxation taking into account the interests of the businesses and population.
