Kazakhstan and Russia ink agreement on construction of coal-fired power plants in KazakhstanThe energy ministries of Kazakhstan and Russia have signed an agreement on joint construction of combined heat and power plants in Kazakhstan’s cities of Kokshetau, Semey and Ust-Kamenogorsk, the Kazakh Ministry of Energy said in a press release.According to the agreement, Russia’s Inter RAO-Export LLC and Kazakhstan Samruk-Energy JSC have been designated as authorized organizations.“The construction of three new combined heat and power plants in three administrative centers -- Semey, Kokshetau and Ust-Kamenogorsk, which have large coal reserves, -- will give a powerful impetus to their further development,” Kazakh Energy Minister Almasadam Satkaliyev is quoted as saying.Samruk-Energy JSC, as the authorized organization from the Kazakh side, has developed a roadmap to start the construction of the first power plant this year.On November 9, 2023, the energy ministers of Kazakhstan and Russia, Almasadam Satkaliyev and Nikolay Shulginov, signed a memorandum of cooperation during Russian President Vladimir Putin's official visit to Kazakhstan. According to Deputy Prime Minister Roman Sklyar, Russia will build the heat and power plants from start to finish as part of this agreement.Kazakhstan’s Energy Ministry said later that the republic would conclude a memorandum with Russia’s Inter RAO-Export to build coal-fired heat and power plants in Kokshetau (240 MW), Semey (360 MW) and Ust-Kamenogorsk (360MW).
