INDONESIA REVISES RULES ON IMPORTS FOLLOWING BUSINESS CONCERNS

Minister of Trade Zulkifli Hasan on Tuesday (30/4) stated that the revision of Minister of Trade Regulation Number 36 of 2023 concerning Import Policies and Regulations had been completed. The second revision to the Regulation No. 36 of 2023 was signed a day earlier and has been earmarked the Regulation No. 7 of 2024. He added, the revision changes three main points in the previous regulation: goods shipped by Indonesian migrant workers, rules on general import prohibitions, and restrictions on imports of goods and luggage of passengers from abroad. Several commodities are no longer included in the category that requires stringent import requirements, including fortifier premixes for wheat flour, industrial raw materials such as Monoethylene glycol for the textile industry, and lubricants. However, Hasan remarked that goods, such as computers, cell-phones, or other devices, still have import restrictions, especially for passengers from abroad. Regarding Indonesian overseas workers' shipment, the new Regulation no longer regulates the list of types and quantities of shipments, as long as the goods comply with the stipulated goods value, that is US$1,500 per year per person. Meanwhile, rules for foreign passengers' luggage will be determined through the Finance Minister's Regulation, particularly regarding provisions on goods that are free from import duties and taxes. Director of Imports at the Directorate General of Foreign Trade, Ministry of Trade, Arif Sulistiyo, during the socialisation of the new Regulation on Thursday (2/5), expressed hope that the Regulation will be able to provide a solution to the problem of importing overseas migrants' consignments, simplify regulations regarding passengers' personal baggage, and support the fulfillment of industrial raw materials needed domestically. Apart from raw materials, the Regulation No. 7 of 2024 also provides for easier import procedures of samples and research and/or product development of goods by industries that are not destined for further trade.
