POCR, Air Liquide to complete joint project for winter diesel fuel production in 2026Pavlodar Oil and Chemistry Refinery (POCR) intends to commission the unit for production of winter diesel fuel in the fall of 2026, the press service of the parent company KazMunaiGas (KMG) reported."In the first quarter of 2025, it is planned to begin construction of a second hydrogen production unit with a capacity of 12,500 cubic meters per hour (the plant already has a unit with a capacity of 20,000 cubic meters per hour). The commissioning of the joint project with Air Liquide is scheduled for the fall of 2026. Capital investments in the project are estimated at more than 80 million euros," the report says.The company explains that technical hydrogen is used to purify hydrocarbons from nitrogen, sulfur and metals in the production of gasoline, aviation kerosene and diesel fuel.POCR LLP and Air Liquide Munai Tech Gases LLP (ALMTG, a joint venture of French Air Liquide and NC KazMunaiGas JSC) signed an agreement on the construction of a hydrogen production unit at POCR in June 2023.It is also reported that a dewaxing unit is being built as part of the second stage of the reconstruction of the diesel fuel hydrotreatment unit. The unit reconstruction is carried out using Shell technology, which will allow the production of not only summer and off-season diesel fuel, but also winter fuel, maintaining the current capacity of the unit at 2.3 million tonnes per year."The implementation of these projects will allow the production of winter diesel fuel of the highest third class, which is in demand in the northern and eastern regions of the country," the press release says.In 2024, the Pavlodar Petrochemical Plant processed a record 5.5 million tonnes of oil, which is 50,000 tonnes more than planned. The yield of light oil products increased and amounted to 73.2%, the refining depth was 91.5%.Pavlodar Oil and Chemistry Refinery was commissioned in 1978 and is focused on refining crude oil from West Siberian fields. Its design capacity is 6 million tonnes of oil a year, with the utilization rate of 88%.The plant produces motor gasoline, jet fuel, diesel fuel, fuel oil, petroleum coke, road bitumen, and municipal and household gases.100% of POCR shares belong to National Company KazMunaiGas JSC.There are three refineries in Kazakhstan: in Pavlodar, Shymkent and Atyrau.
