SCOPING REVIEW CONTINUES FOR NEOM SOLAR IPP
Saudi gigaproject developer Neom and its utility subsidiary, Enowa, are continuing with the scoping review of the development's renewable energy programme. The procurement process for the first 3,000MW phase of its renewable energy independent power producer (IPP) project may start around the third quarter of 2025. The procurement proceedings are expected to start once the scoping approval process is completed. Up to 55,000MW of renewable energy projects are being planned by Neom. The $500bn gigaproject in northwest Saudi Arabia will be powered by renewable energy by 2030. It will also host industrial facilities such as the $8.5bn green hydrogen-based ammonia production complex and water desalination plants. Enowa is evaluating the best and final offers for a contract to build a 1.2GW wind farm in Gayal. The project is being procured as an engineering, procurement and construction (EPC) contract. Enowa is also evaluating the EPC bids it received in March last year for an 800MW solar farm in Shiqri. The two renewable EPC projects will be eventually wrapped with the overall renewable energy programme, which implies that an existing plan envisages converting those two projects into IPPs. Neom is understood to have appointed SMBC Advisory Services as its financial adviser for the first phase of the renewable energy IPP programme. It will work with Boston Consulting Group, the project’s strategy adviser. The recently-announced 1.5GW data centre project in Neom's industrial cluster, Oxagon, in partnership with local data centre operator DataVolt, highlights the urgency of building renewable energy capacity catering to the development. The planned data centre facility is envisaged to be powered 100% by renewable energy and is expected to become operational by 2028.
