Kazakhstan proposes six-month extension of ban on petroleum product exportsKazakhstan’s Ministry of Energy has proposed extending the ban on the export of petroleum products by road and rail for another six months.The draft order, published on the "Open NPA" website, prohibits the export of gasoline, diesel, and certain petroleum products (HS codes 2709 00, 2710, 2902, 3403, 3811, 3826 00) to member states of the Eurasian Economic Union (EAEU) and beyond.The ban includes exceptions, such as fuel in vehicle tanks, aviation fuel for research and testing, and humanitarian aid approved by the government. Additionally, the draft order imposes a six-month ban on the rail export of specific petroleum products (HS code 2710 12), with exemptions for certain gasoline codes (2710 12 450 0, 2710 12 490 0, 2710 12 412 0, and 2710 12 413 0) and government-approved humanitarian aid.The order also introduces a six-month ban on the export of specific petroleum products outside the EAEU. These products include those with HS codes 2710 12 110 1 – 2710 12 310 0, 2710 12 700 0 – 2710 12 900 8, 2710 19 110 0 – 2710 19 460 0, 2710 20 110 0 – 2710 20 190 0, 2902 30 000 0, 2902 41 000 0, 2902 42 000 0, 2902 44 000 0, and 2713 20 000 0.If approved, the order will take effect on March 29 and is currently open for public discussion until March 14. Kazakhstan has maintained a ban on the export of gasoline and other petroleum products by road since January 2021, extending it every six months to prevent domestic fuel shortages. (ICE ALMATY)
