Kazakhstan to establish Creative Industry Development FundKazakhstan will create a Creative Industry Development Fund, Minister of Culture and Information Aida Balayeva said at a Tuesday meeting of the government.“According to the law, the Creative Industry Development Fund will act as a legal entity supporting the growth of creative industries. The fund will be established as a corporate fund with the participation of leading creative and educational organizations of Kazakhstan,” Balayeva said at a Tuesday meeting of the government in Astana.According to the minister, the fund will focus on four key aspects, spanning from idea generation to the delivery of finished products and services.“The first aspect is talent identification through competitions, creative marathons, mobile production centers and regional talent searches. The second is project development through acceleration and incubation of projects and startups, commercialization, searches and investment attraction. The third is infrastructure development through expansion of hub networks, establishment of permanent art platforms and access to government-owned property. The fourth aspect is export orientation by reaching international audiences and also through marketing and PR and copyright protection,” Balayeva said.The minister said that the new Fund will be financed by the national lottery operator.“The budget of the Creative Industry Development Fund of Kazakhstan will be formed from contributions making up 3% of the national lottery operator’s revenue. One of its main focuses will be the development of venture investment in the creative industries. To this end, a venture will be established at the Astana International Financial Centre (AIFC), involving a pool of management companies that will ensure the efficient allocation of funds on a repayment basis,” she added.
