The Ministry of Energy and Mineral Resources (ESDM) has confirmed that Russia remains committed to funding the Grass Root Refinery (GRR) project at the Tuban Refinery. The Tuban Refinery − a collaborative project between State energy company PT Pertamina and Russian oil and gas company, Rosneft − is located in East Java with an investment value of Rp54.2 billion (US$ 3.8 billion). This project is managed by Pertamina International Refinery (KPI) together with Rosneft through a joint venture company PT Pertamina Rosneft Pengolahan dan Petrokimia (PRPP) which was established in November 2017 with an ownership scheme of Pertamina 55 percent and Rosneft 45 percent. In October 2019, Rosneft and Pertamina signed a refinery design contract with selected contractors. However, both are facing funding challenges due to European Union (EU) sanctions against Russia as a result of the war in Ukraine.
