Kazakhstan extends ban on LPG exports, antidumping measures against pipes from China, rolled products from UkraineThe Kazakh government has extended the ban on the export of liquefied petroleum gas (LPG) from the country, the press service of the Trade and Integration Ministry said following a meeting of the interdepartmental commission on foreign trade policy and participation in international economic organizations.The Kazakh Energy Ministry previously published a draft order to prohibit exports of petroleum products by road and rail for six months. The ban applies to the export of liquefied petroleum gas (EAEU HS code 2711 12 970 0), propane (EAEU HS code 2711 12 940 0) and butane (EAEU HS code 2711 13 970 0) from the country. If adopted, the order would come into effect on May 14, 2025, it said.The six-month ban on the export of steel billets and semi-finished products has been extended, the press service said. A positive result of the previously introduced ban was the reorientation of existing production capacities for semi-finished products in the form of steel billets toward deeper processing within the metallurgical industry and an increase in rebar exports by almost 30,000 tonnes, it said.Furthermore, a decision was made to extend antidumping measures against hot-rolled seamless pipes from China and galvanized rolled products from China and Ukraine.A proposal to introduce a three-month ban on imports of gypsum board and stone products from countries outside the Eurasian Economic Union (EAEU) was supported.In 2024, Kazakhstan produced 95,200 tonnes of paving stones with domestic consumption of 58,760 tonnes, and 35.5 million square meters of gypsum board compared to a domestic demand of 38.8 million square meters. The production capacities of Kazakh enterprises are around 46 million square meters. Kazakh manufacturers of gypsum board and stone products have committed to maintaining current prices for these types of products, the press service said.Approval was also given for the automatic licensing of plywood exports from Kazakhstan, which will allow for an analysis of plywood export flows from the country.As reported, the ban on exporting liquefied hydrocarbon gas by road transport has been in place in Kazakhstan since 2017 to prevent the illegal export of low-cost fuel intended for the domestic market.
