Kazakhstan tightens funding rules for state-linked institutionsKazakhstan will revisit financing mechanisms for several quasi-public institutions in education, healthcare and finance, the Supreme Audit Chamber said in a statement.Such institutions will include the Nazarbayev University, the Social Health Insurance Fund, the Astana International Financial Centre (AIFC), and a number of other organizations.New funding rules for these institutions will apply starting January 1, 2026 following amendments to the Budget Code earlier recommended by the Supreme Audit Chamber."The Supreme Audit Chamber recommended that the government of Kazakhstan consider changing the funding mechanism, as the current mechanism does not support the growth of state assets (no increase in authorized capital of legal entities) and lacks sufficient transparency in spending. As a result, the new Budget Code has removed provisions allowing financing through special contributions and transfers," the statement says.Instead, transfers to legal entities will be implemented. Under the new rules, unused funds must be returned to the government budget at the end of the fiscal year unless exempted by law.The Nazarbayev University is a higher educational establishment that was opened in Astana on the initiative of the former Kazakh president, Nursultan Nazarbayev, in September 2010.The university functions according to its own educational standards and is not administered by the Kazakh Ministry of Higher Education and Science. Its activities are regulated by the law on the status of Nazarbayev University, Nazarbayev Intellectual Schools and Nazarbayev Fund. (ICE ALMATY)
