Kazakhstan adopts unmanned aviation development strategyThe Kazakh government has approved a long-term strategy for the development of civilian unmanned aviation until 2031, aiming to localize production of key components for unmanned aircraft systems to meet at least 10% of domestic demand.According to the document, published in the Open Online Legal Database, Kazakhstan currently has 1,452 registered unmanned aircraft systems (UAS), with 894 operator certificates issued. Also, authorities have granted 78 flight permits for densely populated areas and 56 permits for commercial UAS operations, including cartography, geodesy, monitoring and agricultural spraying.Five organizations and aviation training centers currently provide theoretical and practical training for drone operators of various categories. A small number of domestic enterprises are engaged in the assembly of civilian drones, the document says.According to government procurement data, as many as 365 drones were purchased in 2021, 298 in 2022 and 423 in 2023, including both military and civilian models. Government spending on drone acquisitions exceeded 2.5 billion tenge in 2023 and 1.1 billion tenge in 2024.Under the new strategy, Kazakhstan aims to certify 5,000 trained drone operators and remote pilots by 2031.Furthermore, Kazakhstan seeks to localize 10% of key UAS component production and establish a presence in the global drone market by deploying at least three domestically developed solutions internationally.
