RESTRUCTURING OF ADMINISTRATIVE UNITS OPENS UP NEW DEVELOPMENT SPACE FOR HANOI
State President Lương Cường highlighted that the restructuring of Hà Nội’s commune-level administrative units will create new development opportunities and enhance the city’s role as a key driver for regional and national growth. At a ceremony on June 30, he announced that Hà Nội’s 526 communes and wards have been reorganised into 126 units—51 wards and 75 communes—under a new two-tier local administration model, effective from July 1. This reorganisation is part of a nationwide administrative reform effort following the National Assembly’s resolution to reduce Vietnam’s provinces and cities from 63 to 34. It marks a historic shift from the three-tier model in place for 80 years to a streamlined two-tier system, aiming to build a more efficient, people-focused administration. President Cường called for the immediate, smooth functioning of all new units and stressed avoiding service disruptions. He emphasised that this reform reflects a strategic shift in administrative mindset and a commitment to effective, citizen-centered governance. The President urged Hà Nội to follow national development policies, prepare for upcoming Party congresses, and formulate action plans to advance public service delivery and administrative reform.
