Kazakh President signs дaw to protect equity construction investors' rightsKazakh President Kassym-Jomart Tokayev has signed the law On Introducing Amendments and Additions to Certain Legislative Acts Concerning Shared Participation in Housing Construction, Highways, and Services for Transporting Persons with Disabilities, the presidential press service reported.The document introduces amendments to the Civil Code, Criminal Code, Criminal Procedural Code, Civil Procedural Code, and Social Code, as well as 14 other laws.The first set of amendments aims to ensure the legality and transparency of shared construction processes and protect the rights and legitimate interests of equity construction investors. It introduces a ban on mortgage loans for purchasing property in multi-story residential buildings under construction. Banks will only issue mortgage loans after the facility receives its commissioning permit.The second set of amendments provides for the scaling up of the pilot project for disability taxi services. The service for transporting persons with disabilities via invataxi is now included within the scope of the social services portal. This will allow them to order transportation considering their specific needs, thus ensuring freedom of movement.The third set of amendments focuses on improving the quality of public highways. To digitalize the road sector, the law On Highways establishes a legal foundation for a unified database of road construction materials and new technologies. To strengthen oversight over the qualifications of contractors involved in road projects, accreditation is now separated for general construction work and road construction. (ICE ALMATY)
