REVISED ATOMIC ENERGY LAW PAVES WAY FOR VIỆT NAM’S FIRST NUCLEAR POWER PLANT
Việt Nam’s newly revised Law on Atomic Energy establishes a legal framework for the country’s first nuclear power plant in Ninh Thuận (Khánh Hòa Province) and prioritises the peaceful use of nuclear technology. The law highlights new-generation nuclear power and small modular reactors (SMRs) as strategic tools for achieving low-carbon, flexible energy in line with green and digital transformation goals. Unveiled by the Ministry of Science and Technology, the legislation introduces for the first time a full legal chapter on nuclear power plants, covering project lifecycle from site selection to decommissioning. It also permits the use of international standards where domestic rules are incomplete, enhances digital oversight via a national nuclear data platform, and strengthens the Việt Nam Agency for Radiation and Nuclear Safety as the national regulator.
