VCCI PROPOSES REDUCING PROCEDURES FOR SMALL E-COMMERCE PLATFORMS

The Vietnam Chamber of Commerce and Industry (VCCI) has urged the Ministry of Industry and Trade to streamline e‑commerce regulations by scrapping pre‑operation licensing and notification requirements for small and start‑up online platforms. In feedback on the ministry’s draft decision to reduce 2025 business procedures, VCCI argued that applying identical licensing rules to all e‑commerce sites—regardless of traffic or transaction method—creates unnecessary burdens, especially when many sites function only as advertising channels. Citing more than 105,000 notification filings in 2023 and no recorded socio‑economic harm from non‑registered sites, VCCI proposes shifting to post‑transaction monitoring instead. The chamber noted that traditional business registrations already govern product and quality standards, making extra steps for online sales redundant.
