ONT. GOVERNMENT ISSUES RFP FOR FEASIBILITY STUDY TO BUILD EAST-WEST PIPELINES

the Ontario government issued a request for proposals (RFP) to conduct a feasibility study exploring how to build a new economic and energy corridor that would include new Alberta-to-Ontario pipelines. The proposed pipelines would reportedly transport Western Canadian oil and gas to refineries in Southern Ontario and tidewater ports, including a potential deep-sea port on the coast of James Bay.In a press statement, the Ontario government said that, if approved, the pipelines would “help protect Canada’s economy, workers and energy security by making it easier to transport oil and gas from Western Canada to Ontario and reduce Canada’s reliance on the United States.”The feasibility study will also examine the potential benefits and logistics of a new port outlet on James Bay, Hudson Bay and the Great Lakes, and the viability of building or expanding a refinery along the route. The government said expanded refining capacity could support energy exports and create new jobs in the petroleum sector.The study is expected to assess financial tools to reduce risk for private investment, propose strategies for Indigenous equity participation and evaluate the potential establishment of a Canadian Strategic Petroleum Reserve.Canada, the government noted, is among the few International Energy Agency member countries without a federally managed strategic petroleum reserve. This, it said, leaves Canadian homes and businesses vulnerable to cross-border pipeline disputes, extreme weather, geopolitical disruptions and other supply interruptions. A reserve would serve as an emergency stockpile to mitigate potential service disruptions.This energy corridor stems from a recent Memorandum of Understanding among Ontario, Alberta and Saskatchewan.
