The UAE Ministry of Finance is making public-private partnerships (PPPs) a cornerstone of national development, introducing new laws, governance tools, and training programs to boost investment and sustainable growth. Federal Law No. (12) of 2023 regulates PPP projects, encouraging private sector involvement in strategic initiatives while enhancing efficiency and economic impact. A PPP Project Manual, launched in 2024, outlines procedures for project planning and delivery, while a specialized training program — introduced in 2025 — is building local expertise and certifying professionals in partnership management. Undersecretary Younis Haji AlKhoori said PPPs are vital for advancing the UAE's “We the UAE 2031” vision and Centennial 2071 goals, supporting economic resilience, service transformation, and improved quality of life.
