TANZANIA SCALES UP PPP PROJECTS TO DRIVE INFRASTRUCTURE AND ECONOMIC GROWTH
The government, through the Public-Private Partnership Centre (PPPC), is ramping up efforts to leverage private sector investment to implement critical infrastructure projects amid rising fiscal pressures. PPPC Executive Director Daudi Kafulila announced that Tanzania is currently managing 410 PPP projects across 184 local government authorities, covering sectors such as ICT, agro-processing, housing, tourism, waste management, education, and public transport. Of these, 32 projects are in concept development, 15 at pre-feasibility, 23 undergoing feasibility studies, and five already under implementation. Key projects include the DART Phase Two BRT expansion with Compressed Natural Gas buses along a 20.3-kilometre corridor, the Kibaha–Chalinze Expressway (78.9 km), the Chalinze–Morogoro Expressway (84.9 km), and a new student hostel at the College of Business Education. These initiatives aim to reduce government financial strain, accelerate infrastructure delivery, create jobs, and promote sustainable economic growth.Among standout initiatives is the redevelopment of Msasani Fish Market in Dar es Salaam, a $4.1 billion project under a 15-year Design, Build, Finance, Operate, and Maintain (DBFOM) model. The project, supported by the World Bank, will modernize facilities with cold storage, improved sanitation, and commercial space for small-scale processors, boosting hygiene, fair pricing, and the blue economy. The final feasibility study is expected by December 2025. PPPC Director of Projects Agustino Saibul highlighted that 2,877 municipal employees have been trained in PPP management to ensure effective implementation, while local governments are being empowered to drive regionally balanced growth. With increasing private sector engagement, PPPs are becoming central to Tanzania’s development strategy, fostering innovation, sustainability, and shared responsibility between the government and private investors.
