VIETNAM TO TRAIN 10,000 CEOS TO BOOST STARTUP MANAGEMENT
At a recent session, Ha Phan, founder of HR Companion, reflected on her entrepreneurial challenges despite initial success in attracting clients. She cited difficulties in corporate income tax, VAT, and management skills, highlighting the heavy burdens on early-stage founders. She wished for greater institutional support in areas like tax and finance. Responding, Bui Thu Thuy, deputy director general at the Ministry of Finance (MoF), said that under Resolution 68-NQ/TW on private sector development, new enterprises will receive free training vouchers. This initiative will be implemented through Resolution 138/NQ-CP (2025), detailing the government’s action plan. Central to the effort is the 10,000 CEO Training Programme, prioritised by the government and developed with international and domestic universities. The programme will feature 60% practical content, with online and offline formats, and tailored tracks for CEOs. The government may also subsidise overseas study. MoF aims to create a standardised management framework for Vietnamese businesses, ensuring consistency across training courses. Large corporations are also encouraged to participate in supporting the programme. Resolution 68 also introduces the principle of “non-criminalisation of economic relations”, reflecting a progressive shift.
