Kazakh producers urge overhaul of export support measuresSystemic barriers continue to hinder domestic producers in Kazakhstan despite growing localization in public and quasi-public procurement, Batyrbek Aubakirov, chairman of the Association of Recycled Materials Processors, said Wednesday.“The uncontrolled rise in tariffs for gas, electricity and rail transport, along with ineffective export support measures, higher taxes and insufficient procurement preferences for local companies, could leave our enterprises unable to compete with neighboring countries and force them to shut down,” Aubakirov said at an online press conference hosted by Interfax-Kazakhstan.Criticizing what he called a “vague export support strategy,” Aubakirov proposed scrapping most existing mechanisms and retaining only logistics subsidies.“Our association believes export support tools should be revised, with only logistics subsidies preserved. These should be allocated across all sectors. At present, some industries capture most of the subsidies while many others are left with nothing,” he said.Aubakirov added that many producers are ready to expand output and increase exports if they receive logistics subsidies.“Logistics costs remain a major problem,” he said.
