EDUCATION SECTOR DRAFTS DECREE ON FOREIGN EXPERTS IN EDUCATION
HÀ NỘI — The Ministry of Education and Training is drafting a decree to regulate the employment of foreigners as managers, lecturers, researchers and academic exchange staff at Vietnamese educational institutions. The ministry noted that the number of foreign experts has increased significantly in recent years, contributing to higher education quality, scientific research, technology transfer and international exchange. Yet, current regulations only cover foreign workers in general and lack specific provisions for the education and research sectors, leading to inconsistencies and challenges in attracting international talent. The proposed decree seeks to establish a transparent, consistent legal framework in line with Party and State policies on developing high-quality human resources and promoting global integration. It will set clear requirements for foreigners in managerial roles, as well as standards for teaching, research and academic exchange.
