RESOLUTION 71 AND THE FUTURE OF LEARNING IN VIỆT NAM: WHAT YOU NEED TO KNOW

HÀ NỘI — The Politburo has adopted Resolution 71, elevating education from Việt Nam’s “national policy of top priority” to the centre of its development strategy. Signed by Party General Secretary Tô Lâm, the Resolution identifies education as decisive to Việt Nam’s ambition of becoming a modern, high-income nation by 2045. While Việt Nam has achieved near-universal school enrolment and gained global recognition for academic performance, disparities persist and higher education remains fragmented and underfunded. Resolution 71 calls for comprehensive reform to align education with labour market needs, strengthen moral, physical and cultural training, and accelerate digital transformation. Targets for 2030 include universal preschool, compulsory secondary education, half of young adults in higher or vocational study, and eight universities in Asia’s top 200. By 2045, Việt Nam aims for a globally competitive system with five universities ranked among the world’s top 100 and lifelong learning for all citizens. — VNS (ICE HO CHI MINH CITY)
