HCM CITY TO ROLL OUT LOW-EMISSION ZONES FROM 2026
HCM City is launching an ambitious plan to curb air pollution by creating low-emission zones (LEZs) and phasing out high-polluting vehicles over the next decade. The first LEZ, covering the central area and Rừng Sác Road, will restrict vehicles that fail to meet emission standards, while electric and “green” vehicles will be prioritized. From 2026, restrictions will begin for substandard gasoline and diesel vehicles, expanding citywide by 2031, when only vehicles meeting the highest emission standards may enter. The plan involves vehicle electrification, emission zoning, and supportive incentives — including tax cuts, fee waivers, and financial aid for converting to electric vehicles. Authorities also plan to install 67 surveillance cameras to enforce compliance. By 2030, the city aims to introduce 78 clean-fuel bus routes with nearly 2,850 vehicles and integrated public transport systems. With traffic responsible for nearly 90% of major pollutants, HCM City’s LEZ strategy seeks to drastically reduce harmful emissions, improve air quality, and promote sustainable urban mobility — marking a major shift toward a cleaner, greener future for Việt Nam’s largest city.
