HCM CITY FACILITATES GREEN GROWTH WITH SUPPORTIVE POLICIES

Over the past five years, HCM City has implemented numerous policies to promote green growth, focusing on renewable energy, waste management, and the circular economy. To support Việt Nam’s net-zero target by 2050, the city has encouraged businesses to adopt green production, expanded green credit access, and developed electric transport systems. Key frameworks include Decision No. 1055 (2021) on reducing industrial pollution and Decision No. 4589 (2022) on sustainable development and green restructuring. The National Assembly’s Resolution No. 98 (2023) has provided financial and regulatory flexibility, allowing the city to pilot carbon credit trading and solar panel projects. Green investment incentives target innovation, clean energy, and high-tech industries such as semiconductors and biotechnology. Initiatives like the “For a Green Cần Giờ” campaign further integrate environmental protection with tourism and community engagement. However, experts note challenges such as limited green financing and infrastructure.
