INDONESIA RESUMES INTERNATIONAL CARBON TRADING AFTER FOUR-YEAR HIATUS

Indonesia has officially resumed international carbon emissions trading following a four-year pause, as President Prabowo Subianto issued a new decree enabling cross-border transactions of carbon-offset units. The previous moratorium, enacted through 2021 regulations, had restricted trading to domestic compliance markets, halting voluntary international exchanges from major conservation projects like Katingan Mentaya. The government justified the pause as a means to focus on national emissions reduction goals and address concerns over low carbon prices and limited benefits for selling countries. Under the new regulation, international carbon trading can proceed using either Indonesian national standards or those recognized by global certifiers such as the UNFCCC. The decree also mandates the creation of a decentralized, real-time registry to ensure transparency and prevent double counting of emissions reductions. To support this initiative, Indonesia signed mutual recognition agreements in 2025 with key certifying bodies including Verra, Gold Standard, and Plan Vivo.
