INDONESIA'S UPSTREAM TEXTILE INDUSTRY GETS SUPPORT FROM THE FINANCE MINISTRY

Indonesia's Ministry of Finance has officially imposed safeguard measures (BMTP) on cotton yarn imports through Regulation No. 67/2025, effective November 2025. This move aims to protect the domestic upstream textile industry from the surge of cheap imported goods, particularly those entering illegally and at dumping prices. The Indonesian Association of Fiber and Filament Yarn Producers (APSyFI) welcomed the policy, which was recommended by the Indonesian Trade Security Committee (KPPI) after a year-long investigation. The BMTP will be applied over three years with gradually reduced tariffs, starting at IDR7,500 per kg, and covers cotton yarns under HS codes 5204, 5205, and 5206. Exemptions apply to imports from 120 developing WTO member countries, provided a valid certificate of origin is submitted. The policy reflects Finance Minister Purbaya Yudhi Sadewa’s commitment to revitalizing the national textile and textile products (TPT) industry, which has been disrupted by illegal imports and unfair competition. APSyFI and the Indonesian Textile Association (API) have voiced strong support, citing the need for stricter customs oversight and improved import documentation procedures. Concerns include gaps in trade data, misuse of import facilities, and lack of AI-based inspections.
