Hà Nội has undergone a major economic transformation, emerging as one of Việt Nam’s fastest-growing localities thanks to effective use of its strategic advantages and reform policies. Under Programme No. 02-CTr/TU (2021–2025), the city’s economic restructuring and integration have produced notable results, with the Gross Regional Domestic Product (GRDP) projected to rise by 6.57 per cent annually—1.1 times higher than the national average. By 2025, Hà Nội’s economy will represent 12.6 per cent of the national total, with per capita income reaching US$7,200. Social investment is expected to total VNĐ2.48 quadrillion ($94.2 billion), while foreign direct investment has reached $11.5 billion. The city’s economic structure has shifted towards services (65.6%), industry and construction (32.4%), and agriculture (2%). Budget revenue is projected to exceed VNĐ2.2 quadrillion, accounting for a quarter of the national total. Looking ahead, Hà Nội aims for annual GRDP growth of over 11 per cent and average income of $12,000 by 2030. The city will focus on institutional reform, science and technology investment, digital infrastructure, and green, circular, and creative economies.
