VIỆT NAM OPENS DOORS TO ATTRACT LEADING INTERNATIONAL SCHOLARS
Việt Nam is considering a pilot policy that would exempt foreign experts and scientists from visa and work permit requirements for up to five years — a move expected to boost international recruitment in universities and research institutions. Eligible applicants include foreign professionals with doctoral degrees involved in teaching, research, or academic exchange.Educators such as Professor Chử Đức Trình of the University of Engineering and Technology hailed the proposal as a long-awaited breakthrough, noting that bureaucratic delays and low pay have long hindered foreign recruitment. Similarly, Nguyễn Thị Mỹ Linh of Vietnam National University HCM City said while recent decrees have simplified procedures, requirements such as in-country medical checks and mandatory local job postings remain restrictive.University leaders believe the exemption will enhance Việt Nam’s competitiveness for global talent, enabling longer-term academic partnerships. However, they stress that true success will depend on improving research facilities, academic freedom, and compensation.Experts also urge recognition of remote teaching roles and broader university autonomy to attract and retain world-class professionals.
