THE EUROPEAN COMMISSION HAS INDICATED THAT UKRAINE IS PREPARED TO OPEN THREE EU ACCESSION NEGOTIATION CLUSTERS, WITH A DECISION POSSIBLY TO BE MADE IN NOVEMBER
The EC released a report as part of the 2024 EU Enlargement Package, which evaluates the progress of all candidate countries seeking EU membership. According to the report, Ukraine has fulfilled the requirements to begin negotiations on Clusters 1, 2, and 6. The Ukrainian government stated that the assessment reflects systemic reforms carried out since 2023. The EC recognized Ukraine’s progress in all six negotiation clusters related to European integration.In Cluster 1, Fundamentals, the EC cited developments in justice, freedom, security, public administration reform, financial oversight, and compliance with economic criteria.In Cluster 2, Internal Market, the report noted steps taken toward restoring market surveillance and transitioning to sectoral control consistent with European standards.Cluster 3, Competitiveness and Inclusive Development, was identified as an area where Ukraine advanced in six of eight chapters.Progress was also reported in Environmental and Climate Policy (Cluster 4) and the Agricultural Sector (Cluster 5). In External Relations (Cluster 6), Ukraine continued to align its policies with those of the EU.
