THE BUSINESS CLIMATE INDEX HAS INCREASED ACROSS UKRAINE, WITH THE HIGHEST SCORES IN THE WEST.
In the western part of the country, most entrepreneurs find the conditions for doing business satisfactory, while in other regions, the outlook is less optimistic, according to a survey by the EBA. To illustrate, in Lviv, 65% of entrepreneurs rate the conditions as satisfactory, and 74% of companies are operating at full capacity. The overall business climate score reached 2.64 points – the highest among all regions (compared to 2.62 last year). Businesses highlight the region’s relative safety, enterprise relocation, and established dialogue with local authorities as advantages. The primary challenges include personnel shortages, difficulties in hiring employees, and rapid legislative changes.Kharkiv has the most challenging situation, where 79% of companies view the conditions as difficult, and only 21% operate without restrictions. The business climate index there increased from 1.45 to 1.92 points but remains the lowest among all regions. Local businesses cite personnel shortages, declining purchasing power, and limited access to financing as key problems.Conditions are somewhat better in Odesa and Dnipro. The percentage of companies functioning at full capacity has risen significantly to 56% in Dnipro and 44% in Odesa. Dnipro’s overall assessment increased to 2.44 points (up from 2.2), and in Odesa to 2.39 points (up from 2.15).
