INDONESIA’S US$7.4 BLN BALIKPAPAN REFINERY TO START FULL OPERATIONS IN DEC 2025
Indonesia’s largest oil refinery project in Balikpapan, East Kalimantan, a US$7.4 billion investment managed by Kilang Pertamina Internasional, is set to be completed and fully operational by mid-December 2025. Deputy Energy and Mineral Resources Minister Yuliot Tanjung confirmed that only minor finishing work remains, with the refinery expected to supply 22–25% of Indonesia’s national fuel demand. The facility, classified as a National Strategic Project, will be inaugurated by President Prabowo Subianto once final readiness is confirmed. It includes expanded oil-storage infrastructure adding 2 million kiloliters of capacity, making it the country’s largest refinery. A key milestone was the initial operation of the Residual Fluid Catalytic Cracking (RFCC) unit on November 10, which produces Euro V-standard fuel to reduce emissions and improve efficiency. Beyond supplying cleaner fuel, the refinery will also process residues into high-value petrochemical products such as propylene and ethylene, crucial for Indonesia’s petrochemical industry that has long relied on imports.
