HÀ NỘI PLANS $760 IN SUPPORT FOR RESIDENTS SWITCHING TO ELECTRIC MOTORBIKES
Hà Nội is proposing financial incentives to encourage residents to replace petrol motorbikes with electric models as part of its low-emission zone policies. Under the draft resolution, low-income households would receive up to VNĐ20 million (US$760) and near-poor households VNĐ15 million (US$570) to switch to electric motorbikes. Other eligible residents with at least two years of permanent or continuous temporary residence would receive support equal to 20% of the new electric bike’s value, priced from VNĐ10 million upward, capped at VNĐ5 million (US$190). Each person may receive support for only one vehicle until January 1, 2031. Hà Nội also plans 50% reductions in registration and number-plate fees for residents switching to clean-energy vehicles, with full exemptions for low-income and near-poor households. The city will subsidise 30% of loan interest for up to 12 months for those buying electric motorbikes through partnered dealerships and banks. Businesses converting taxi or bus fleets to green-energy vehicles will be exempt from related fees, while rental companies using public spaces for temporary parking will receive fee exemptions for up to five years. The city aims to expand free public-transport fares for priority groups and significantly develop charging-station infrastructure. A phased ban on petrol motorbikes will start in 2026 within Ring Road 1 and extend citywide by 2030. (ICE HO CHI MINH CITY)
