WORLD BANK REPORT COMMENDS JORDAN’S $300M HUMAN CAPITAL REFORMS
Jordan’s latest human capital reforms are gaining recognition after the World Bank reported that the government has fully utilised the $300 million allocated to the Human Capital Programme.In its recent Implementation Status and Results Report, the World Bank noted that the programme, approved on 27 June 2024, continues to deliver outcomes aligned with its development goals. Progress was rated moderately satisfactory, while the overall risk environment was classified as moderate.Economists say that the findings carry important implications for Jordan’s economic direction as the country prepares for 2025. Economist Lina Karim said that “human capital reforms are becoming a core pillar of Jordan’s long-term growth model, especially as the economy enters a period where productivity gains are essential.”Yara Rawashdeh, an economist, said that the scope of the reforms “shows that the state is investing in resilience at a time when climate pressures are increasingly shaping economic stability.”The report emphasises that the Kingdom has maintained a strong sense of ownership over its reform path, particularly in areas that shape social and economic resilience.A key achievement is the full implementation of the competency-based human resources system in the public sector, expected to improve overall efficiency and service quality, according to the report.In the education sector, simplified licensing procedures led to the establishment of 87 new private educational institutions by July 2025. The approval period was cut from one year to six months, with the government aiming to license 300 new institutions by the end of next year.Health sector indicators also showed progress. Public hospitals targeted under the programme are projected to operate at over 82 per cent system capacity by late 2025, while primary-care coverage is expected to reach 30 per cent.Climate resilience measures have also advanced. Five remote public hospitals were connected to the Jordan Digital Health Centre under the national telemedicine framework, enabling more than 4,000 virtual consultations per month.Additionally, an emergency e-learning protocol activated during the August 2025 heatwave allowed around 450,000 students to continue their schooling online.
