INDONESIA NEEDS $757 BILLION BY 2035 TO MEET CLIMATE TARGETS, GOVT SAYS
Indonesia has projected a need for USD 757.6 billion in climate financing by 2035 to meet its commitments under the Enhanced and Secondary Nationally Determined Contribution (NDC). Current climate-related spending remains modest, averaging USD 4.4 billion annually between 2016 and 2024, or just 3 percent of the state budget. This underscores a significant financing gap as the country pursues ambitious decarbonization and adaptation objectives. National Development Planning Minister Rachmat Pambudy emphasized that closing this gap requires stronger governance readiness and accelerated investment in scalable programs, particularly in technology, innovation, and knowledge that can fast-track Indonesia’s low-carbon transition and climate resilience. The government is encouraging early-stage investment in low-carbon technologies, citing data from the World Resources Institute that every USD 1 invested in climate adaptation can yield over USD 10 in benefits within a decade. Rachmat also highlighted the International Energy Agency’s finding that half of the global emissions reductions needed by 2050 will depend on technologies still in prototype stages. In line with global momentum from COP30 in Brazil, where countries agreed to mobilize USD 1.3 trillion annually by 2035 under the New Collective Quantified Goal on Climate Finance, Indonesia launched the Innovation and Technology Fund (ITF). This fund will serve as a financing bridge to support provincial-level low-carbon projects, spur climate innovation, and strengthen technological solutions.
