INDONESIA FACES EU CARBON TAX ON ALUMINUM AND CEMENT STARTING 2026

The European Union’s Carbon Border Adjustment Mechanism (CBAM) will take effect in 2026, imposing carbon-based import fees on high-emission products such as aluminum, cement, steel, fertilizer, electricity, and hydrogen. This policy aims to align imported goods with EU carbon pricing and protect local industries from cheaper imports from countries with weaker climate regulations. Benchmarks for emissions have been tightened, with aluminum set at 1.423 tonnes of CO₂ per ton and cement clinker at 0.666. If manufacturers fail to report actual emissions, default values will apply. For Indonesia, the impact could be significant. Analysts estimate CBAM costs for hot-rolled steel could exceed €600 per ton, while aluminum imports from India and UAE may face charges of around €51 per ton, assuming an EU carbon price of €80 per tonne.
