The total area of residential buildings for which construction permits were issued (new construction) increased by 48.4% from January to September 2025 compared to the same period in 2024, reaching 4.39 million square meters. In nine months, the total area of new apartment building construction grew by 51.1% compared to last year, amounting to 4.23 million square meters. The number of apartments declared at the start of construction increased by 54.1% to 47,600.The Kyiv region saw the largest amount of new housing declared: 2.3 million square meters or 21,200 apartments, 142% higher than in 2024. Significant volumes of new housing were also declared in the Lviv region – 816,500 square meters or 10,900 apartments (+63.6%), Ivano-Frankivsk region – 344,200 square meters or 5,500 apartments (+8.2%), Zakarpattia region – 368,700 square meters or 4,700 apartments (+26.1%), and Volyn region – 176,300 square meters or 4,000 apartments (+25.3%).
