INDONESIA ROLLS OUT IMPORT SAFEGUARDS TO SHIELD TEXTILE INDUSTRY
Indonesia’s Finance Minister, Purbaya Yudhi Sadewa, has enacted safeguard duties on imported cotton woven fabrics, effective Jan. 10, 2026, to protect the domestic textile sector from rising import pressures. The policy, detailed in Finance Ministry Regulation No. 98/2025, follows an investigation by the Indonesian Trade Safeguard Committee (KPPI), which found that increasing fabric imports had caused serious harm to local producers. As a WTO member, Indonesia framed the safeguard measure as a necessary step to maintain fair competition. The safeguard duty (BMTP) will apply for three years under a declining tariff structure, ranging from Rp 3,000–3,300 per meter in the first year and decreasing to Rp 2,600–2,900 in the third year. These duties are added on top of existing import tariffs. However, 122 developing WTO‑member countries, including Malaysia, Thailand, and the Philippines, are exempt—provided importers submit valid certificates of origin.
