CABINET APPROVES EDUCATION, DIGITAL MEDIA AND ENERGY LAWS, TOURISM MEASURES

The Cabinet, at a session held on Monday and chaired by Prime Minister Jaafar Hassan, approved the draft Law on Education and Human Resources Development for 2026, in preparation for referring it to the Lower House of Parliament to proceed with its approval in accordance with constitutional procedures. The draft law comes as part of ongoing efforts to restructure and modernize the education sector in the kingdom, within the government’s commitment to implementing the Economic Modernisation Vision, the Public Sector Modernisation Roadmap and related initiatives. These include the establishment of the Ministry of Education, Teaching and Human Resources Development as the legal successor to the Ministries of Education and Higher Education and Scientific Research. The legislation aims to unify authorities responsible for education and human resources development across all educational stages, improve quality and competitiveness, strengthen university autonomy, and develop graduates’ skills to meet labor market needs. Key features include a national council chaired by the prime minister to approve human resources development policies, the Ministry’s responsibility for policymaking across all stages, and an expanded Accreditation and Quality Assurance Commission covering all institutions. Administrative restructuring will delegate powers to directorates in line with student numbers and geographic areas. In the tourism sector, the Cabinet approved regulations on traditional crafts and industries for 2026, simplifying licensing, reducing fees, and encouraging job creation, particularly for local communities, women, and persons with disabilities. Procedures for tourist groups at key crossings were unified to allow more flexible stays, enhancing competitiveness for religious tourism routes. Regarding media, the Cabinet approved mandating reasons for the draft Regulation on Digital Media Organisation for 2026 and related regulations, establishing a clear legislative framework to regulate digital media, protect intellectual property, ensure content quality, and govern the use of AI. Licensing is required for professional digital content activities, while personal content creators may voluntarily register. In the energy sector, the Cabinet approved the draft Regulation on Conditions for Granting and Renewing Licences for 2026, unifying licensing procedures and fees, encouraging investment in renewable energy and emerging activities, and ensuring grid integration and technical governance. An agreement to supply natural gas to Syria was also approved, using Jordan’s infrastructure to support power generation in southern Syria, exempt from taxes and fees. (ICE AMMAN)
