INDONESIA TARGETS US$7.42 BLN FROM RARE EARTH DOWNSTREAM GENERATION BY 2030
The Mineral Industry Agency (BIM) projects that Indonesia could generate US$7.42 billion (IDR124.61 trillion) in downstream value from rare earth elements (REE) by 2030 through combined processing of REE and associated minerals. BIM Head Brian Yuliarto emphasized that Indonesia has an opportunity to capture 1–5 percent of the global REE industry, while President Prabowo has also instructed the agency to advance development of other defense‑critical minerals such as antimony, tungsten, and tantalum. However, technological limitations and reluctance from foreign partners—who prefer importing raw materials rather than supporting domestic processing—remain major obstacles. BIM has mapped eight priority exploration blocks containing REE and other strategic minerals across regions including Toboali, Keposang, Melawi, Bayan Hulu, Mentikus, Batubesi, Mamuju, and Bombana. To overcome technological barriers, BIM plans a pilot downstream REE project in Mamuju, West Sulawesi, involving the construction of two processing facilities under state‑owned enterprise Perminas (PT Perusahaan Mineral Nasional). The agency is awaiting administrative clearance and mining license recommendations from the Energy and Mineral Resources Ministry. Perminas, established in 2025 under Danantara, is expected to develop separation and refining plants capable of transforming processed ore into mixed REE products and extracting other valuable elements.
