INDONESIA TARGETS SHIPBUILDING OVERHAUL TO SPEARHEAD LOGISTICS REVOLUTION

Indonesia has introduced a comprehensive strategy to strengthen its domestic shipbuilding ecosystem as part of a broader effort to transform the country’s fragmented logistics network into an integrated distribution system supporting manufacturing growth and national food security. During a high-level meeting on February 10, 2026, Minister of Industry Agus Gumiwang Kartasasmita emphasized the sector’s renewed momentum, noting that the processing industry grew by 5.30% in 2025—surpassing national economic growth for the first time in more than a decade. Despite the presence of 342 shipyards across 29 provinces, the industry continues to struggle with low utilization rates and a dependence on imported materials. To address these issues, the government is enforcing Domestic Component Level (TKDN) requirements under Presidential Regulation 46/2025 and Ministerial Regulation 35/2025 for state-funded vessel procurement. To stimulate sustainable demand and enhance competitiveness, the Ministry is introducing incentives such as low-interest financing, streamlined licensing procedures, and expanded National Interest Account (PKE) programs as tools for import substitution. A major government initiative to construct 975 vessels presents significant opportunities for local shipyards, which already have an annual production capacity of about 1,242 units.
