CROATIA: EC APPROVES CROATIA 8TH NGEU PAYMENT OF EUR 896.9 MILLION, COVERING 73% of National Plan

The Ministry of Finance announced on 6 February  that the European Commission (EC) approved Croatia’s eighth payment request under the European Union (EU) NextGenerationEU (NGEU) instrument, amounting to EUR 896.9 million, after confirming that Croatia had satisfactorily met six key milestones and 11 targets of its National Recovery and Resilience Plan (NPOO), Croatian media report. This approval brings total disbursements to EUR 7.3 billion, following Croatia’s submission of the request on 15 December 2025 based on the completion of 17 reform and investment indicators across multiple sectors.The Ministry announced that the EC approved Croatia eighth payment of EUR 896.9 million under the NGEU instrument after confirming that six key milestones and 11 targets of the NPOO had been met, which raises total disbursed recovery and resilience funds to EUR 7.3 billion, representing 73% of Croatia national plan.The EC confirmed that Croatia has met six key milestones and 11 targets of its NPOO and has forwarded a preliminary positive assessment to the Economic and Financial Committee (EFC), which has four weeks to issue its opinion before the eighth payment can be approved.Croatia submitted the request on 15 December 2025 after completing 17 reform and investment indicators across multiple sectors, with part of the funds earmarked for improving access to health care through mobile pharmacy services in underserved and island areas.The EC positively assessed pension reforms that reduce administrative fees, increase flexibility in fund selection and transfers, and broaden investment options to improve diversification for mandatory pension funds. It also endorsed milestones aimed at strengthening the inclusion of vulnerable groups in the labor market, improving pension adequacy, supporting sustainable finance, expanding adult education in green construction skills, and integrating seismic data.The EC also confirmed progress on investment projects including the development of new mobility vehicles, with 60 verification prototypes produced and tested, as well as advances in autonomous driving systems, water management, agricultural land monitoring, public administration systems, anti-corruption efforts, and the construction of the 58 km Zlobin–Bosiljevo gas pipeline.Under the Recovery and Resilience Facility (RRF), Croatia has EUR 10 billion available, of which EUR 7.3 billion or 73% will be drawn after the eighth payment, while 62% of all key milestones and targets have so far been achieved.
