SYRIA SEEKS PRIVATE PARTNERSHIPS TO MODERNIZE NATIONAL POSTAL SERVICE
Syria’s Ministry of Communications and Information Technology has launched a process to modernize the Syrian Post and transform it into a nationwide logistics and digital services platform, as part of broader efforts to support the country’s growing e-commerce sector. The ministry issued a request for information (RFI) inviting private operators, investors and qualified consortiums to submit proposals for a strategic partnership to develop the postal institution. Responses are expected by April 15, according to a ministry statement. Officials say the initiative aims to restructure the postal sector and integrate modern logistics, parcel delivery and digital services into the national postal network. Communications Minister Abdul Salam Haykal said the goal is to transform Syrian Post into a flexible, modern service provider capable of supporting e-commerce and digital government services. The planned modernization includes expanding parcel and logistics services, introducing advanced digital systems, improving data management, and enabling direct home delivery of shipments across the country. Haykal noted that the postal institution recorded noticeable service growth in 2025, helping citizens and government agencies save time and administrative effort. The ministry said it is also working on a new regulatory framework for a competitive postal market, allowing multiple operators to participate and encouraging investment in parcel delivery and logistics services. Officials stressed that the reform process is not intended to grant exclusive rights to any single operator but rather to attract expertise and investment capable of expanding the sector and improving service quality. The modernization effort comes as Syrian Post continues to operate in a challenging environment marked by damaged infrastructure, limited distribution capacity and low levels of automation. Authorities say the partnership initiative will help determine investment needs and modernization priorities while building a postal system capable of supporting Syria’s economic recovery and expanding digital commerce.
